The Firefighting vs. Fireproofing Metaphor
For over twenty years, Nigeria's HIV strategy has been reactive. We waited for people to become vulnerable, and then we tried to pull them back from the brink. This is like fighting fires as they break out. It is no longer epidemiologically sustainable or ethically defensible. This Plan introduces a pivot: fireproofing the building by proactively building resilience before risk even emerges.
